Citroen c4 air con not working

Its a citroen c4 2008 with automatic aircon i have tested the cabin air blower and it works when i connect it to a power source strong enough to power it on. It reads out 14V on cable to it when put to max but it still doesnt start.

Does the compressor clutch operate when you turn on the aircon?

Does everything work in manual mode?
Simple test, start the car, idle for 3-4 minutes then turn cabin temp to 'Lo', engine should suddenly go under load or revs increase (Air-Con clutch working), and you should get cold air out of vents. Also, does the engine radiator fan start, I can't remember exactly, but I think the radiator temperature sender has some input on the Air con system.

Is the cabin blower working normally at different speeds ?

Yeah sorry worded it wrong the compressor i belive works as i can hear it turn on when i turn on the air con but the blower doesn't start at all. No matter what i set it on, it has voltage on the cable and voltage does change when i change the fan speed from 6V on lowest and 14V on highest but the blower doesn't turn on but when i connect the blower to direct power source of 12v it turns over and when i pulled it out it spins rly easy so i don't think the bearings are stuck.

Possibilities for the blower not working can include the blower resistor pack, the blower, the wiring/a connector. When the blower stopped working on our Cactus it was the resistor pack that had failed. A couple of relevant topics on resistor packs

I mean I am 90% sure its the resistor but i first wanted some advice so i don't rush in and buy the resistor and then it turns out its not a resistor. Cause looking around the forums I've seen a lot of people say they have same or almost the same issues and they replaced everything and it still didn't work and I'm trying to not replace the entire system cause of a faulty wire or something similar I would like to replace the actual fault not everything around it.
