Berlingo 1.6hdi turns over not starting p0003

My van was running on and off. Sometimes idle ok 30 mins other times you have to blink the throttle to keep it going. Got if from the auction never run properly.
As soon as you connect the battery there is a clicking from a relay around the battery area running or not.

Has got codes p0003 Control Of The Fuel Flow Regulator. Short Circuit To Earth / Permanent Fault.

P0245 Control Du Turbocharger. Short Circuit To Earth
/ Permanent Fault.

P0031 Oxygen Sensor Heating. Short Circuit To Earth
Permanent fault
Could this be a faulty regulator valve on the high pressure pump causing all this ?
I have fitted a new fuel filler and an oxygen sensor on the top of exhaust. Made no difference.
Not not starting, unless you spray gt85 down inlet pipe runs for a few seconds.
No more clicking from bsm fusebox & not starting.
Citroen garage said it the wrong bsm fusebox fitted the the van was 9675878480 bsm should be 9807028780 bsm anyone got a wiring diagram for the engine bay sensors for 2013 1.6hdi Sf13fbv

You really need some life data to see what's going on (or perhaps isn't!) seems unlikely 3 things have died at once, possibly a fault on the 5v reference line, or earth.
