Stop/start P13C2 fault code

I've got a 2017 3008 1.6 BlueHDI and it's giving me P13C2 (voltage retaining device, permanent short to ground) fault code. I replaced the voltage retaining device as that was very easily accessible. Cleared the fault codes only to have it appear very soon again. Is there something I should measure before changing, for example, the capacitor? Where's the capacitor located and what's the part number?

Anyone? Fault code still on. Does the voltage retention device require some specific coding? I've got the star on a yellow background in Diagbox with a note "DMTR_DTC3B Important, ECU present on the vehicle but configured absent."
