Anyone in Reading area with diagbox or pp2000

Hello,
I am really stuck now. I have citroen c4 1.6 hdi 90 with no power at low gears. On 4th and 5th gear is ok. I have check it with snap on and delphi diagnostic and have p0299 and typical egr codes. I was thinking it is the egr first thing but blank it just for test and have the same problem. Yesterday change my turbo as well and no luck at all. No vacuum leaks and no boost hoses leak. I need someone to read the live data and give me idea what could be wrong.
