Oil pump leaks

Hi,
I am working on my oil pump to cancell leaks, therefore I replaced the inner shaft seal that came out hard like iron. But, it seams that oil comes out also from the bolts that secure the pump in the engine case. When I screws them out the where covered with deep layer of oil. When you think of it, oil can flow inside the pump through the bolts hole out without any interference, therefore oil leaks are inevitable.
The Manuel, guide to use contact washer which can not prevent leaks.
Any suggestions?

It’s hard to say, if they had a photo of the pump or what engine it was from.
