Hi I have a fix for the horn only working while ignition is on for berlingo vans facelift 04 1900 deisel no turbo.

Dont know if it will help others but it had me baffled for months, little black wire under steering air bag pushed through square hole in ally steering wheel block needs taking out (its sprung clipped in there) clean the hole of oxidation then inset the wire again and its fixed.

picture attached, if it works, if this is in a wrong place please move it admin thanks.

Yep, that's the earthing problem. So common on Berlingos and Partners for some reason!
