renault scenic blower speed and no air con!!! 54 reg

hi all,my scenic 1.9 dci privilege fan blower only works on 3 and 4 not 1 and 2 whats happened?also air con doesnt work at all,have checked connections and regassed it but no avail argh!!!!! too hot to drive without air con please help folks!!! cheers
