Panel Lights & Fog Lights

Hi All
My Lights behind the heater controls on my N Reg 1.8 RT Laguna have gone out. How easy are they to replace as i cant seem to remove the 3 controls and what builbs do i replace them with.
Also as my laguna does not have the front lower fog lights i wanted to know if i could get some second hand and fit them myself and would i need to wire them up or are the wires already there.
