Now I'm a bit more confused, I noticed that the vin on that invoice is different, and written in marker
beauty of second-hand cars...
Try using this VIN number, if they return firmware and maps for NAC WAVE 2 it is possible that it is from the donor car.
For firmware and map updates the VIN number from BSI is not important.

Well I got an update it prepared the usb so there is a license there and maps and firmware, I put it into the car and still the result is the same I even enabled hotspot in second attempt,
still the same, I don't get it what is happening, is this now something else, i.e. certs and such, or it's just that the car is a Frankenstein..., assuming what you wrote that the BSI VIN
isn't really important than what could be wrong now...
Either way thanks for your patience with me, if no one can come up with anything I think I will try contacting Macslavko maybe he will be able to figure things out. But I guess I
need to setup stuff first.

Try to update only the maps, they are universal for Nac Wave 2 and without license.
Use a FAT 32 formatted USB stick and unzip the files with the latest version of 7 Zip.

Well I honestly I don't know where I might make a mistake I'm too of a green horn here

While I deep dive into this topic (I don't have any customer side experiance of SWL in this form, although I've worked with it. Hell, come to think of it, I guess I'd experienced it's birth in that form I mean) one thing is getting clearer for me there is a pair: VIN and license file, that makes sense, more over GiveMeABreak mentioned on another topic that the license won't work for any one else other than person (VIN) it was created for.
So perhaps in my case if the radio itself doesn't exhibit any symptoms of being unpaired with the car it would suggest that the VIN stored in the nvm of HU is car's VIN. But the SWL package and the license had been created by the Citroen tool for the Frankenstein.
So if there is a way that someone could create a license file for my car for latest sw (I guess this is possible) that actuall might have worked.
It might not work with wifi/built in sim because the reported vin is recognized as SMEG.

The license file can be created, but you need to read the serial number from the NAC. (Arduino or Diagbox)

Hi sorry for not responding I had a bit of work.
So in some spare moments I finally was able to update the HU.
Just to recap for anyone that this might help
The car had in fact a swap done in 2020 by some kind of insurance company, SMEG was replaced by NAC, the car's VIN had to be written into the HU, as it didn't complain about anything when started.
I used the donor's car VIN that had been scribbled on the invoice to use the Citroen download app, took the USB created that way (license created that way had wrong UIN of the radio), deleted the maps portion, I've generated the license with UIN of the radio and just replaced it on the usb stick from citroen dl tool. And it worked updated, now I have android auto and I am happy as a piglet in a puddle of fresh mud
What's funny:
I did the same with another stick, fat32 formatted and such made a "perfect" copy of the first stick, but with manually downloaded update and it didn't work be it 7-zip version or corruption I don't know it was the same message as usual.
Note of warning:
It seems I was lucky, because I've read I should first do the map update (about which I don't really care, or don't have an hour to spend supervising atm), then the firmware update, supposedly this is advised by the oem now.
I would really much like to thank for all of you guys help, and I am looking forward for future topics to pursue with you
