"This modification is a safety feature for pedestrians. The propeller is running in reverse when the car is at a low speed, so if a pedestrian steps out into the road without checking first the wind generated by the fan should blow them out of the way before my car hits them".

And of course that enhances the cars braking ability and thus reduces the insurance premiums. "Meanwhile, once I am at motorway speeds the propeller is allowed to turn with the wind (as opposed to against it at low speeds), and because of the design of the motor used, when it is being turned by the propeller it generates electricity (meaning it is now a wind turbine) which is then fed into the auxiliary batteries I have fitted, to recharge them (oh, did I mention I have converted the Ford Cougar into a hybrid?), so making the car into one of the 'greenest' on the roads".

I can believe architects would design some of those examples - I just can't believe chippy's/brickies/fitters would build them!!

My guess would be that there used to be a door there which has since been blocked off... removing the stairs would be expensive!
