It would help others if you gave a bit more information. Is it petrol / Diesel, what is the Model / Engine or better still post up the VIN so we know what you have.

Not wanting to start until you pump the primer points to fuel drain-back, air being drawn into the fuel system when it's at rest. The question really is where, and I'd tend to start with replacing the fuel filter if it's not been done recently or you don't know when/if it was last done.

This often corrects the problem as sometimes the filter housing can be the cause, or the seals in the unions to & from the filter which sometimes re-seal after being disturbed (if the problem persists or gets worse after a filter change, then I'd be looking closer at the actual sealing of those unions as well as other joints in the system, perhaps those around the primer as well as the "bulb" itself.)

Do you have the VIN? - there are a few 1.6 X7 Diesels.

There is a procedure you are supposed to follow when the fuel filter is changed that 'bleeds' and primes the system. I'll post it here once I've dug it up - give me 20 mins or so once I have your VIN, as there is a DV6C and a DV6TED4 engine and these have different fuel filter systems and procedures which are a bit long.

Ok, so you have the 110 DV6TED4 engine. Now I'm not suggesting you have all these tools - but I am listing what the official procedure is, so that you know what is 'supposed' to be done and if there is anything you have missed, this may explain the issues you are having as ekjdm14 has explained and it is likely that there is air in the system.
Note this is for the C5 X7 1.6 DV6TED4 Engine Specifically

This is the Plug Kit (0188T)

4) Unclip the connector at (c), Clean the unions (6) & (7) with some degreaser (SODIMAC), then uncouple the connectors (6) & (7).
5) Plug the openings of the unions and the pipes with the Plug Kit
6) Unclip and lift the fuel filter at (b). Disconnect the connector at (d), uncouple the fuel bleed pipe and remove the fuel filter (8) following the arrows.

9) Connect the connector at (d).

16) Uncouple the fuel return unions (10) and insert the union (8mm Diameter) of the union bleeding tool (5) in the fuel return circuit.
17) Operate the manual priming pump (4) for 2 minutes to prime the fuel circuit.
18) Remove the Union Bleeding Tool (5) and the Union Click Fit Tools (6) from the Union (7).
19) Recouple unions (7) & (10).
20) Operate the manual priming pump (4) several times to prime the fuel circuit.
21) Action the Starter and the manual priming pump until the engine starts (obviously you will need another person to assist).
22) Allow the engine to idle for 2 minutes.
Bleed Operations
Bleed Operations
To Bleed any Water
1) The vehicle should be raised on a hoist (If you are raising with the wheels suspended and unsupported, then ensure you raise suspension to high and remove the LDS cap on Hydraulically - suspended C5s first to prevent the possible bursting of the LDS tank).
2) Remove the under engine protection
3) Place a tray (4) underneath the fuel bleed pipe outlet and use a cloth to prevent fuel splashes when uncoupling. Slacken the water bleed screw (g)
4) Leave the fuel to flow into the tray. If no fuel flows out, then uncouple the connection at (7).
5) Operate the manual priming pump (4) for 30 seconds to discharge water contained in the fuel filter.
6) Tighten the water bleed screw (g) and operate the manual priming pump several times to prime the fuel circuit.

7) Remove the tray from under the engine and refit the engine protection cover.
8) Start the engine and ensure there are no leaks.

:rofl2: I did say this was the Official procedure Steve :-D
Thought I'd include the whole kaboodle for bleeding and water removal.

Nothing's simple anymore...

Bloody 'ell, no wonder the filters are an oft neglected part of the service routine (that and the fact it's the whole housing that needs replaced).

A far cry from the XUD job of undo 4 screws, swap filter, prime the housing, lid back on, pump up again and start the engine... all of 10 minutes work on those usually lol

It is really hard not to see that design as a very very blatant "service cost" generator, what is the Citroen book time for that?
