Water in Megane footwell locker

Can anyone please advise. I have just noticed the passenger footwell locker is very wet in my '53 plate Megane 1.5DCI. Everywhere else is quite dry. What is the likely source of this and how can I sort it out?

The scuttle will be full of leaves and blocked the draintubes,then the water backs up over the bulkhead into the footwells,takes ages to dry out,thick sponge backing on the carpets doesn,t help...

Thanks 25V Turbo, I'll check it out. Hope it is something simple. Had wet footwells in an Espace but that was heater matrix.Helluva job
