Turbo Problems on Laguna DTi

My Laguna DTi has never been a ball of fire but expected this from such a heavy car with only 100bhp. My son however, has just got a Peugeot 306 DTurbo and the pickup is superb!! Also, my Laguna has just failed the MOT on emissions, with black smoke pouring out on blipping the throttle. I have just changed the fuel filter and "found" the wastegate and turbo after the engine cover was removed. Starting the engine and revving it to remove any air, I noticed that the wastegate arm was not moving hence, presumably the turbo is not turning.
How can I test the wastegate and turbo?

An update, I have just removed the lower securing nut from the wastegate control arm, and the wastegate itself is moving freely. Do I have an airleak in the control unit or pipes?
