What does 'diesel output delivered by the pump reference value' mean?

Is that what the high pressure sensor is reading?

Many of the parameters will have an actual value & a reference value. They reference value is what the ECU is expecting to see at that given time, actual as you have probably guessed is what the ECU is actually seeing at that given time.
