It could be classed as hardtack, but it's not ship related.... in fact it's very much land related.

The biscuit in the photo - and all his millions of mates - were born and raised in the UK and spent their entire life here, and they're very much related to the subject du jour

Close. So close I'll give it to you, though not rations in the strictest term.
Back in the day, HM Govt. did a bit of thinking and planning as to what would happen in the event of nuclear war. They set up many MAFF Buffer Depots to house all sorts of things that would be needed post-strike - anything from pots and pans, mobile kitchens and bakeries, stirrup pumps, basic foodstuffs (remember the butter and grain mountains ???), etc, etc. When everything had been exhausted, there was going to be The Biscuits <Cue:Fanfare>. They had millions of them made - a metric F-tonne of them. They were stored all over the UK in large rectangular tins. They were inspected regularly and each one was accounted for. The end of the Cold War came and they decided to get rid of them - sold to the highest bidder.... I think he also turned out to be the lowest bidder, but that's another story. Most of them bit the dust, but a few tins survived - the biscuit in the photo is one of those survivors - I am not joking
