Yes, that's my understanding of the ordinary TRV. They gradually open and close with changes in temperature. Certainly that's how mine work...

Likely, those hi-tech WiFi enabled internet connected Blootoof electric ones may work in a more binary manner as they're likely solenoid operated...

And indeed, however the TRV works, there will always be a thermal gradient due to the nature of a big lump of metal heated by water. Both have lots of thermal inertia...

We have TRV's on most of our radiators and in all the rooms not used they are closed off, in rooms used (lounge/bathroom/main bedroom) they are set full open and use the thermostats to set the temperature since the rads are quite well sized. The thermostats are in the hall (for downstairs rads) and landing (for upstairs rads). We spend most of our time in the lounge so I extended the hall thermostat in to the lounge and let that run the boiler with the lounge rad TRV full open. The dining room/kitchen TRV is set low so it does not get too warm (and looks after the bikes). I think this way we are minimising our heating bills whereas if we relied on TRVs to control the heating the boiler might be on most of the time but by relying on the thermostats it comes on only when needed.
