1997 Megane Central Locking

I cannot open one of my passengers doors, centrally or manually. The door lever (?) does move but not high enough to open the door. Any ideas why one door will fail to open when all others open with central locking. As the door is locked shut, how do I get the interior door panel off from inside the car.
