Air con doesn’t blow air
I have recently bought Citroen C4, year 2013. Air conditioner doesn’t seem to blow air. Any suggestions or is it an electric breakdown?

You'll need to post your VIN so I can see which type of Climate system you have.
These issues are usually down to a faulty Blower Motor Control Module (resistor) that may provide full blast air or nothing, or in some cases nothing at all. It may be that the bearings in the actual blower motor are damp and this can cause it to seize after periods on non-use (even short ones). The motor is usually started at a slow speed, gradually increasing to the selected speed or desired speed - so may not have enough inertia to get going.

I've checked the details and you have the simple air conditioning system. According to the parts your vehicle doesn't have a separate Blower Control Module - the part is not shown as available. On the diagram your car shows as only having parts A-F. The Blower Control Motor is item (2) and that appears only to be for the digital climate systems. So I'm not sure what else I can do - The part is 6441AF. So before you do anything - I suggest you contact your dealer and clarify if this part is fitted on your system. They'll ask for your VIN. Better to be certain than purchasing one unnecessarily.
It could be that the control for your vehicle is fitted inside the heater control panel in the car in which case it could be a replacement panel - but again i suggest you check with them first.

At the risk of creating more work for Marc, a schematic diagram should give a better idea of how the motor speed is controlled.

It's not that simple Mike - I already checked and all it states if (where separate for both the control module and the blower motor), so clear as mud.
This is the location - but to repeat, parts filtered to VIN show as not fitted.

My point is that the wiring schematic will show whether there are power and control wires going to the motor (indicating that the controller is in the motor) or just power wires, indicating that the controller is in whatever block is upstream. It would probably also be useful to check the presence of supply voltage at the motor assembly.

Unfortunately the 3 digit wiring codes are 'unknown', so I can't tell you what they relate to. This is the C4 / DS4 with Single A/C and manual control with mechanically cable operated vents / mixing.
The full digital system is a lot more involved but shows similar wiring on the Blower Motor Control Module, with the exception of wired on Pins 5 & 4 being differently coded.
So why, if these both use the same Blower Control Motor is it not shown as a part on the parts system I don't know.

If the OP finds the connector to the blower motor and counts the wires, 2 wires will tell us that the controller is separate, and 4 wires will tell us that the controller is built into the motor. In either case, there should be 2 thick wires at the motor, one with approximately 12V and one approximately 0V.

That won't stop the internal fans working Simon. Additionally the OP only has single A/C - basically an on/off button for the A/C. So will not affect the blower motor.

It's F10 in the supplies management box (1032 on the wiring diagram) near the battery.
Although the following thread is for a DS5 which has Dual zone Auto Climate - the supplies unit is shown and should be in the same location and same fuse:
