Ecu and bsi vin matching

Hi ive got a 2017 citroen relay and the vin in the ecu doesn't match the bsi what would be the best option to vin match please ive tried Snapon, Launch, xtool to no avail I'm wondering if lexia3/diagbox would do it.

It has nothing to do with the VIN. The BSI, Engine ECU and Transponder fobs are a paired set. These are paired at the factory. If either the BSI or the Engine ECU have been replaced or swapped, they wont work unless configured and paired with the existing units and this can only be done once, unless the replacement part is sent off to be wiped. It will still require correctly configuring for the vehicle specifics and ALL equipment options fitted at factory before and paired.

What is the actual problem?
