Yes it is car related and it's a brand new part to be fitted today! :-D

My Volvo V70 has something similar; a cover for the centre console middle storage space.

A proper Whatsthisthen today because I don't know the answer!! While clearing the garage I came across a manufacturer sealed plastic bag containing the items in the pictures. The small bag is a pair of carbon brushes so I'm thinking this is some sort of service kit for a powered something, but I simply can't remember what!! :-D

The belt's inside out but I'd guess it's a repair kit for a mower.

I don't think so, the screws in one don't match the drillings in the other!! :-D

I had a washing machine that had something like the black things to stop the concrete anti vibration slab moving about it transit, removed when the machine was installed and sat in my kitchen drawer for years.

I had a closer inspection of the belt this morning Gibbo and I think it is the right way because the inside is a 3 ridge 4 valley grooved belt. I cannot think of anything I have that would have such a small drive belt although I have remembered buying a spares pack for the food mixer years ago. It may have been out of that pack as it turned out the motor was wrecked with a bent shaft so I dumped it without any work! :-D

The only belts I've seen with teeth on the outside have been industrial Mick, planers come to mind.

Think that's possible, or else something for turning a tensioner.

Off topic: I'd never realised how lucky I've been only having done PSA belts that the tensioner is turned by something un-exotic like an Allen key or bit of (ex-door handle) 8 mm square rod.

Look at this abomination needed to do the same job on VW/ Audi engines:
