I checked mine and can't find it. So might have been lost. Without this it is impossible to load this car on to the tow truck. When the gear stick stuck in the park, we couldn't tow the car and had to fix the gear stick onsite (luckily I found the instruction). I also found it is very difficult to tow when the starter motor died. Once you lift the car and remove the the jack, there is no way to bring the car to normal height without starting engine.

The car doesn't need the engine running for minor adjustments - unless you have lowered the car to the lowest height - then it will need the engine running to get it back up - but normally, the car should maintain normal height for you without the engine running. For example when you unlock the car in the morning - it should start to rise to normal height before you even start the car.
See if you can borrow a towing eye - you might find one from another vehicle that fits. Certainly a Peugeot or other Citroen vehicle would be a better match.

Flip that's expensive! Any scrapyards nearby? And I'm aware that near in Oz is anything up to 500Km.

That's not true, the recommended way to load 90% of cars onto a flatbed is to put a sling around the bottom wishbone & pull on that way (unless the vehicle fault prevents it).
There are some cars, normally high performance & prestige vehicles that use lightweight wishbones that are not recommended to winch on this way, the towing eye should be used in this case with a breakaway strap used on the wishbone.
Also nearly every car with an automatic gearbox I have ever seen has a manual release to get the gearbox out of park for loading. Most are very simple involving simple or no tools, some are a bit more involved.

I can't think that Citroen would make too many different types of these, I've only seen two, a long one and a short one and I have both here, they're identical except for the length.
