Top secret :).
The way I do it is, chisel the plastic inner liner all the way through, it will then fold up and pull out. This gives you the full inner race edge to hit on.
I then put an old bearing tube through the middle till it touches the race, then clamp it with a set of long nosed mole grips. ( this stops it slipping off when you hit it).
Drape a rag over the end that it is coming out of, coz it often smashes, and hit the tube hard, it will drive the race out in about 3 hits.
Once you have knocked both races out, put one new one in, then fit a new plastic sleeve before fitting the second bearing.
Whole job = 30 mins per side once you have done a few :)

If you have a welder run a ring of metal around the inside of the outer ring, when it cools it will shrink and come out quite easily.

i just run two short beads of mig at opposite sides of the innner face of the outer race,

this either causes the race to fall out otherwise it gives you something to drift them out by,

also i very seldom need to fit the new plastic liners as the mig'ing barely touch's the edges of the liner

did you depressurize the system before removal of the arm,

if so you could try putting constant pressure on the push rod pushing it back into the cylinder,
as it may just be residual pressure in the system that has pushed it out
