C4 Grand Picasso 2.0 16v SX 2008 Heater Problem

Good evening, I am having problems with the heating in my car when driving and on tick over I am only getting warm air coming out, when the car is sitting and I rev and hold it at 5000 rpm the air comes out hot but as soon as I let it idle or am driving it, it goes to warm again. I have put a new thermostat in and have bled the system by putting a bottle in the header tank so the water is higher than the matrix’s and kept it filled up. I opened up thermostat housing bleed valve till the water come out with no air in and then done the same on the bleed valve going in to the heater matrix. I then ran the car till the fan kicked in and the water level dropped once this happened I turned off the engine and opened up the bleed valve going in to the heater matrix to bring the water level down to just above max. the two pipes going in to the matrix is getting hot. Is there anyone that has any ideas what this could be.
